Are guitar strings supposed to be pretty tight?

Are they supposed to be so tight that they barely vibrate if you tugg once at it?

Yes, but this depends on the type of strings you have. If you have nylon strings (mainly on a classical guitar, sometimes acoustic) , they will be looser than steel strings (mostly on acoustic guitars). They should always be tuned the way you want them to though, you cannot just have them all at random frequencies. I don’t know if you are a beginner or what, but I recommend getting a guitar tuner. Standard tuning is E A D G B E.
