I want to take singing and guitar lessons, is 16 a good age to start?

I just turned 16 (im a guy) and i want to get into singing and guitar lessons. I took guitar lessons at age 11, because i wasnt into it that much at the time, but now i really am. I am 16, and like justin bieber, i havent really hit puberty in my voice, and my growth spurt yet (im only 5’3), so my voice may change. But even though that is so, should i start taking lessons.

ps. justin bieber is famous now, but i dont think he will be in 2 years, just sayin.

Also just to put it in there, can i still accomplish alot in the music world if im starting singing and guitar (again) now.

Also i live in edmonton canada, and was wondering if theres teachers that teach singing and guitar at the same time, but one on one??

It is an excellent age to start.
