Can a bass guitar be acoustic?
Ok I’m wondering about this.

And by acoustic does that mean I only need the guitar? Because I’m looking at getting a bass, and it would really cut down on the money I have to save.

Yes it can. And yes you can practice without an amp. However, you should note that acoustic basses are not that loud, and you will need to plug it into an amp to play along with other musicians. They also sound a little different than a solid-body bass. You can practice without an amp with a solid-body bass also. It’s just very quiet. But if you’re just practicing in your bedroom, it’s loud enough to hear.
